All right, so we follow the agenda. The first item with the presentations outgoing Mayor Evanyo addressed. So actually, this is my time. And hi, everyone. This is Yvonne Yu. And this is my last speech as the mayor. I make a new record as the mayor of Meijer Park. I'm the mayor who has my first whole term in COVID and has never hosted a meeting at the chamber. I work in private sectors for so long, and there's always a year and performance reports. So now I would like to show a video which actually produced by me to give everyone an idea about what we, our whole council, have accomplished during my term as mayor. This is our achievement as a team in Monterey Park. Please note that HR and Council has a group under Business Recovery and Development, and our fire department has achieved way more than listed as they worked so hard during COVID

to participate in most of our vaccination sites.

Hi, this is Yvonne Yu, Mayor of Monard Park. I've been your mayor for a year, and now is the time to review what we, our council and staff have done for our city. First of all, something that I'm proud to report, Monary Park received very good credit rating, AA rated, from S&P, even with our previous bond issuance history, which allow us to get the all-time low rates at 2.66% for the next 25 years when we issue 110 million pension obligation bonds. With CalPERS charging all cities 7% balloon payment, the refinanced debts can save our city at least $55 million, but also secure all pension plans for our public employees. We also issue a $20 million street bond to speed up all street repair schedules and saving future repair costs. To rebuild our economy, we have a list of business recovery procedures. And on top of that, we are the first city in Southern California to roll out a mobile app called MPK Rewards to help economic recovery for small businesses. Now here are the Monterey Park accomplishments in 2021. We categorize into each department, including business recovery and development, community and recreations, public works, library, finance and management, police and fire. Thank you all for your support to sit on Monterey Park. I'm proud of our council and staff to perform such outstanding projects and solutions during pandemic. Would you all happy new year in 2022. And, you know, I know I have very big issues to fill and certainly I will live up to the tone that you've set this past year. And since then, I know you've always been involved with the city in one way or the other. So long time supporter of Monterey Park. So, again, as I said, let me go ahead. Okay. Now is my turn, and let me say what an honor and privilege it is to introduce tonight's guest, the Honorable California Assembly Speaker, Anthony Rendon. Speaker Rendon, who is a dear friend of mine, someone I've known for many years, has been an extraordinary leader here in California. And I just want to say some of the accomplishments that Speaker Rendon has accomplished. As Speaker, Anthony Rendon has led successful efforts to restore critical funding for child care and to extend the state's earned income tax credit as well as increase the state's minimum wage. In his second, during his first term in office, he authored Publition One, which is a $7.5 billion state water bond which voters passed overwhelmingly in 2014 and provided landmark funding, millions of dollars for safe drinking water to Astros communities, billions in funds for protection and restoration of coastlines, watersheds, and rivers. But my relationship, my history with Anthony Rendon goes back many years, and he is someone whom I have looked up to as a role model and as a public servant.

Mr. Rendon has been an educator.

I'm Tom Crawford, executive director, and a rural activist.

And I remember the extraordinary work he did as the executive director of the California League of Conservation Voters,

as well as the executive director of Plaza de la Raza Child Development Services. But also, you know, Anthony, I want to just thank you for, in addition to your friendship, but for letting me be a part of your family and for getting to know you and your beautiful wife, Annie Lamb, who is a leader in California in her own right, and really to see the extraordinary work, the critical work that you have done as Speaker of the California State Assembly.

Ladies and gentlemen of the City Council, the people of Monterey Park, I give to you

Thank you. Thanks so much, Henry. It's good to see everyone. Monterey Park is a place that means quite a bit to me. I've spent a tremendous amount of time there. And it's great to see this transference of power today. As Henry said, we've known each other for over two decades. We've been great friends and confidants over the years. Henry, in every meaning of the word, is the best of us. He's our best foot forward as Californians, our best foot forward as elected officials. He is a tireless worker. He's someone who is always thinking about his community and always wanting the best for Californians and for the residents of Monterey Park. I think this new era in leadership for Monterey Park is going to be significant for a number of reasons. And I think it's going to be an incredibly productive time for the city. I'm so, so very excited for Henry and so very excited for the city of Monterey Park. This is a great night and I'm just tickled to be a part of it. So thank you for doing it. Let me say how I'm excited for this opportunity to serve all of you as your mayor for the next 12 months. I want to thank my colleagues on the City Council for their support and confidence in the

to be your next mayor. But before I continue, I need to express again my deepest appreciation

for my friend, Speaker Anthony Rendon. It is an honor to have you administer the oath of office. As Speaker of the State Assembly, you have been extraordinary in your leadership during this present pandemic. We are grateful for all that you have done to help all Californians

and especially local cities.

What this present crisis has reminded us

is that the importance of working together,

both the state and local government, in order to be resilient

and to face our current challenge before us.

And so thank you, Speaker Rendon, and please look to Monterey Park as your partner in helping you face the challenges for this coming year.

As we begin 2022,

to it will be the third year of our present COVID-19 pandemic.

For myself and my colleagues who were elected in 2020 and joined the city council, and that includes your outgoing Mayor Yvonne Yu, and to our new Mayor Pro Tem,

Fred Sonoso, as well as Hans Liang, Peter Chan, and your Clerk Vincent Chang,

and all of the staff here in Morning Park, none of us anticipated what would have been voted before us. Yet I am proud that as a city council comprised of freshmen and senior members representing different districts from different geographies of the city of Monterey Park, we have come together as a unified council to combat the COVID-19 pandemic. And as my colleague, our outgoing mayor, Yovanyu, has reported, we've accomplished a lot this past year, not just past year, but really the 20 months since all of us came together as a city council,

because I still remember probably two weeks after the election of March 2020 was when the World Health

Organization declared a pandemic, and here we are still facing the challenges, but I am very proud of how we have been resilient as a community, and I'm optimistic of the new year and the challenges and opportunities be ahead of us. Just so far, according to the County of Los Angeles Department of Public Health, it is reported that Monterey Park's fully vaccinated rate, that's two shots, is at 82.7%. And if you count those who have had one shot, it is 92%. And among our seniors, the rate of full vaccination are at 85.3%. And for our youth 12 to 17, it is 84%. And why is our vaccination rate so high? I think it's because our community understands the importance of not just protecting themselves, but their neighbors and their families. And also because we have worked together in collaboration, our police and fire department, working with our local school districts. And I want to acknowledge the school districts that serve the community of Monterey Park, because we all work together for the benefit of our children. And that includes the O'Hambra Unified School District, the Montabella Unified School District, the Garvey Elementary School District, Los Angeles Unified School District, and the Los Angeles Community College District. But we have worked together with community nonprofit organizations such as Harold Christian Health Center. And we have to acknowledge, thank you, Yvonne, you for bringing this partnership with Harold Christian Center and Monterey Park. But also we've been working with Chad Hall Service Center and CORE. And what has that collaboration resulted? It resulted in being among the first communities to vaccinate our teachers earlier in this year. It has meant ongoing testing for our community. It has meant mobile vaccine clinics to our public event. And that is why probably we have in the region one of the highest vaccination rates. And although we have concerns about the Omicron variant becoming the dominant strain,

But I am confident that Monterey Park, which has already demonstrated its resolve, that we, working with our neighbors in the Singapore Valley, such as our immediate neighbors, Alhambra, St. Gabriel, Rosemead, Montebello, Los Angeles, we will be resolute in overcoming this Omicron variant, and we will see better days in 2022.

And for Monterey Park, during these past two years, I am very proud of the efforts we've made as a city to help our community, you know, first and foremost, our webpage that has become a clearinghouse for information for state, federal, and county programs to dealing with the economic and financial fallout of the pandemic. To our own city, which has provided residents and small business owners who have been economically impacted with COVID-19 assistance to Monterey Park's emergency rental, small business, and utility assistance programs. The partnership we build with, for example, the Sanguima Valley Municipal Water District, who has provided rate payers with financial relief. And thank you, Sanguima Valley Municipal Water District, for doing that. and also to our own American Legion, Post-397, whom I believe are probably one of our most unsung heroes, but we need to acknowledge them because you have been extraordinary in providing a food bank to our community, to those who need it. And without support from any other government agencies, you have been able to provide an ongoing food bank for families this entire time, and we applaud you for that. I am hopeful that although we still are not out of the wood and we still face the dangers of this current pandemic, again, based on what I've seen these last 20 months, I am very confident that we will overcome these challenges at the present. And as we look forward to 2022, we have much work to do, much at task, but I am very hopeful of the resolve of this community and that we will meet the aspiration, goals, hopes and ideals of Monterey Park. I often say in any crisis there's opportunity and I think this is an opportunity for us to look at how we govern, how we can do better. Because once the pandemic fully and finally subsides, then I believe that we cannot go back to business as usual and we shouldn't.

So let's use this current time as an opportunity to create a better future for all of Monterey Park.

And I know we will together. And why? Because I have faith. In fact, our motto is pride in our past and faith in our future, as you see in our council chambers. And I have placed my pride and my faith in the people of this city. This past year, to give an example of why I have such faith in the people of this city, you know, unfortunately, we've seen the rise of anti-hate Asian hate crime incidents in our nation and in our region. But yet I've been so proud to see people in our community rallying outside City Hall of Barnes Park to say that Monterey Park will not stand for the type of hate crime we've seen this past year. Or more recently, community organizers, our own neighbors, such as those who are part of the group Asians Taking Action, who have organized evening walks in our own community by the Sierra Park region. I've had the opportunity to meet with them as well as my colleague, Councilman Hans Liang, and we just want to commend this example of grassroots organizing to watch out for the safety of our seniors and our neighbors. Or this year, something that I am personally very proud of, when Monterey Park, working with the City of Alhambra and the Alhambra Union High School District, we organized the first for the Singapore Valley LGBT Pride March that started at Mark Keppu High school in which we marched down Garfield and had our rally at Barnes Park by City Hall. It was the first for the West Singapur Valley and I think it's historic and we should be very proud of ourselves because as much as we pride ourselves on being a community of inclusion, we need to always challenge ourselves on how we can continue to be inclusive and I am so proud that we did something historic and that we will continue to do into 2022. So way to go. To also the many, many residents, all of you in the community who are listening, who have continued to participate despite the many challenges that pull all of you at home, your families, your jobs, keeping yourself safe in the pandemic. And yet all of you have found a time to continue to participate in our council meetings, either through public comment, through emails, through statements you've made, by writing to us as council members, and also an opportunity where we have been able to meet in public at our public events to talk to us about what is important to you. And, you know, I see all of us as elected officials, you know, we are merely conduits. We are advocates for those we represent, but yet government is a relationship and without an involved and engaged community, then it becomes one-sided when we make policy. And so I encourage people in the audience, those who are listening, to continue to stay engaged with us because we have many issues that will require our attention. And I do want to briefly go over some of the issues in terms which I think I see that will be important that we will be dealing with in 2022. We will continue to work on a housing element, along with the environmental justice element and safety element of that housing element. And decisions and policies we adopt will have an impact on the city for the next decade. And we have to address affordability and access. And that is a challenge that we must face. And that is why I have been adamant while on the city council that we adopt an inclusionary housing ordinance and to go along with that inclusionary housing ordinance, a creation of housing trust. And I believe that is something that we still need to do this coming year. During the period of lockdowns, many of our residents were fortunate to have access to our many parks and recreation facilities. We are very blessed to have 13 parks in Monterey Park. But we need to continue to see where we can expand, where we can, our parkways and preserve and expand our portfolio of trees in our city. And that is why I'm very excited that the city of Monterey Park will be adopting a master tree program. It's something that some of our neighbors, such as O'Hammer, has already done. And I hope that we will follow suit and have a master tree program so that essentially we can extend the green canopy in our city. And it's something that my colleague, Mayor Pro Tem, Fred Sonoso, cares very much about. And that's something I'm looking forward to working on. Many of you who have been coming to our council meetings know that we are in the process of updating our climate action plan.

And we need to because time is of the essence that we address these profound environmental issues.

And I want to make a challenge to our city that we set the goal of becoming a net zero emission community.

After all, our own federal government, the United States government, has committed itself to being a net zero nation by 2050. And as a city, as a region, we must do our part to meet those goals. And I look forward to reaching those goals with all of us here in the city council.

In the area of traffic, who hasn't been stopped as council members in our community meetings or our community events about the issue of traffic? And I believe that all of us know that traffic safety concerns in Monterey Park is an issue that is very important to all of us.

And I believe that in order to address these traffic safety concerns, we need to create an action plan to enhance traffic safety with a goal of reducing traffic collision, fatalities, and severe injuries.

We need to support the vision of zero deaths and serious injuries on the road.

Part of this plan that we propose will include advancing a safety culture and safe system approach, along with innovative safety countermeasures to improve our roadway environment.

We can and should look at new ways to make Monterey Park more pedestrian friendly and encourage more active transportation choices.

because if we are to build a success of this past year's outdoor dining permit program for our restaurants that was part of our economic recovery program and that was done out of necessity

because of COVID but it's also proven very popular not just in Monterey Park but many cities in the Singapore Valley but in order to truly make a meaningful outdoor dining permit program we need

to also create the conditions that will allow a restaurant and a developer to encourage outdoor

dining. And because, again, we will eventually come out of this pandemic. And our residents, they want to be able to, again, gather as a community in spaces to share meals and not just simply to obtain their food through a drive-thru. And so we need to address the pedestrian safety issues, which I think will also have enormous impacts to our quality of life in Monterey Park. Last year, the Residence of Monterey Park, thanks to all of you, you approved Measure JJ, which updated our land use element and will allow the city council to implement new and improved zoning regulations. I believe that as we also update our housing policies, our mobility circulation policies, our commercial recreation policies, in line with Measure JJ, all of you, you will be key and vital to how we program and craft those policies. And so your involvement is critical at this juncture. In order for us to form a more collective...

for free so that all of us can listen to what has been accomplished and what are the challenges

that we face and as a city council we need to continue to have creative outdoor events in which the residents can engage with their elected officials and i'm really proud of the example for you such as coffee with a cop and i propose that we do something similar as coffee with a council member or team with a council member because again i know all of us as much as we may

like the convenience of being on zoom but it does not replace the importance of having one-on-one conversations and i hope that we'll be able to do that next year i'm sorry in next well 2022 which starts next week i also hope that we can continue to utilize the technology platforms we've been

using such as zoom to also make regular reports and updates and that's something that i plan to do as the mayor, using our platforms to make reports on quarterly reports or biannual reports of what's going on in the city. I invite my colleagues to also join us in being able to, outside of council meetings, to also just have what our, you know, fireside chat conversations as President Roosevelt did during his presidency, but in this case, will be fireside Zoom meetings. But it is probably, as I've said, critical because we've identified important issues that we at the City Council wish to address in our strategic planning, which include the fiscal long-term health, climate action, housing and homelessness, the city's physical appearance, and encouraging more public art. I have no doubt that there are many more issues that will demand our attention and that will demand the attention of this city council. And I encourage everyone who is watching and listening to have that dialogue with us on the city council. And I propose that we continue to have the outdoor events that we've been doing that have been so appreciated by our community, because we know it's been a difficult 20 months with the pandemic, and all of us deserve to be able to gather as a community. And that's why I've been very proud that we've been able to do other events such as our HalLoen caravans, our summer movie nights at Barnes Park, our winter village and our national night out drive by. Because when you when you've been judging by the hundreds of those who have attended these events, it is very clear that that people need to be able to see each other. And despite the variant and present dangers we have, we will continue to find creative ways for all of us to meet safely. And in the spirit of continued outside-the-boss thinking, I do also want to encourage that we continue to adopt new technologies, which we've already done. I know, Mayor Yu has mentioned the GoMPK app, I'm sorry, the ShopMPK app to encourage local buying, as well as the existing GoMPK app for city services, as well as many of you have been noticing the expanding network of EV charging stations. And I hope to see more of those EV charging stations. But, you know, what is important and critical about all of these apps and these EV charging stations is that they rely on reliable and convenient broadband services. And something that I and our city manager Rambo have discussed is, you know, when we discuss infrastructure, it's not just about physical infrastructure, but we also need to look at how are we making sure that our residents have access to broadband services. And so I'm very excited that we, I intend for us to look at how we can expand broadband services as a city, as part of our overall investment in physical infrastructure. After all, Monterey Park, like many cities, we have been beneficial, and I thank our congressional representatives for helping us secure $15 million in American Rescue Plan Act monies. And as we are working to improve our physical infrastructure, which includes roads, water, pipelines, we need to also look at our technological infrastructure. And I hope that that is a conversation we have in how do we expand our broadband services, our broadband infrastructure, because we've recognized during this pandemic the importance of having reliable broadband service. Those are some of the trends that I see. And certainly those are not the only trends because, you know, I've enjoyed during these 20 months in having these conversations with all of my colleagues on the city council. So all five of us come with different ideas, different issues. And I think what is so gratifying is that we've been able to come together and to work together. As well as I need to acknowledge our neighboring cities, some of whom are here tonight with their elected representatives. And I want to thank all of you for coming because, you know, we're not a silo. We're not an island. And we're a region. And we cannot think of ourselves as an island. And that's why we have to work with our neighboring cities, our school districts, our water districts, our state and federal and county leaders. And only by together can we truly move our community forward. As I've said, the next few months will be challenging. But as I've also said, every challenge presents an opportunity. And I believe that better days are ahead of us. And I am ready to get to work and roll up my sleeves. and I hope all of you, all of us on the city council and the community are ready to work together as well. Thank you so much. And I'm happy to see you both have this opportunity as I'm sure Peter is as well, being the older or veteran council members, it's your first time and you only get the first time once. So congratulations to both of you on your first time. Congratulations again to former mayor Yvonne Yu for her contributions. And I'm looking forward to continuing the progress that we've started together. So congratulations and thank you. Thank you, Council Member Liang. I have to unmute myself first. And first of all, congratulations to Mayor Potem Fresenoso, Mayor Henry Lo. You deserved it, and it's your chance to prove yourself. And I'm pretty sure you would do a good job as the leadership role in the city of Monterey Park. And I want to thank Council Member Yuan Du for her leadership for the last year. Of course, as the mayor, it's a pet's digits title, but also comes with a lot of responsibilities. And of course, we all have to take turns to get that leadership as the mayor. And we had the chance, and now it's your chance. and rest assured that Hans and I, the senior member of the council members, we will help you, assist you in any way we can. And it is our last year and we will turn out next November. But rest assured that we will support you, we'll assist you and we'll stand by you. So if you have anything, just let us know. we will do it. And the most important thing is if we keep the city and the residents in front of us, on top of us, and everything can be done.
